Gail Heriot

Gail Heriot is a Senior Fellow at the Manhattan Institute, a Professor of Law Emerita at the University of San Diego, and a former Member of the U.S. Commission on Civil Rights. She co-chaired the Yes on Proposition 209 campaign and the No on Proposition 16 campaign. She chaired the No on ACA 7 campaign in 2024.
