In this episode of The John Batchelor Show, I join John Batchelor to discuss Nuctech, the Chinese producer of threat-detection systems used to screen passengers, luggage, vehicles, and cargo at airports, ports, customs posts, and border crossings.
The conversation draws on my recent Civitas Outlook article, “The Scanner at the Gate: Europe’s China Policy Litmus Test,” and begins with a simple question: Would a country ask a strategic rival to install the locks on its border gates—and then accept that rival government’s refusal to explain who might hold the keys?
The immediate Nuctech case combines three concerns.
- First, the European Commission is investigating whether Chinese grants, tax preferences, preferential financing, or other forms of state support allowed Nuctech to compete on terms that market-based rivals (i.e., European firms such as Smiths Detection, Rohde & Schwarz, CEIA, and U.S. firms such as Rapiscan Systems, Leidos, Garrett Metal Detectors, and Astrophysics, as well as Canada’s VOTI Detection and India’s Vehant Technologies) could not match. The investigation remains ongoing, and Nuctech denies wrongdoing.
- Second, these are not ordinary office machines. Security-screening systems may interact with inspection images, customs records, shipping information, passenger information, and other sensitive operational data. This does not prove that Nuctech has misused European data. It does mean, however, that the company must be evaluated as a supplier of critical infrastructure, rather than merely as a seller of inexpensive hardware.
- Third, the investigation has exposed a conflict of legal authority. Beijing has characterized the European inquiry as an “improper exercise of extraterritorial jurisdiction” and ordered Chinese organizations and individuals not to assist it. That raises a fundamental question: Can a supplier operating in Europe provide European regulators with complete information when its home government instructs relevant entities not to cooperate?
But the deeper problem is larger than Nuctech. The larger issue is the tendency to think about the case in institutional silos.
European institutions frequently treat procurement, competition, cybersecurity, data protection, foreign policy, and academic research as separate files. A procurement official sees price. A competition lawyer sees subsidies. A security agency sees infrastructure. A data regulator sees personal information. A university sees a research or industry partner.
The Chinese party-state, by contrast, can integrate commercial expansion, state finance, technology, research institutions, universities, law, and diplomacy into a single framework of national power. It means that China’s system can align institutions and incentives around national objectives in a way that fragmented Western institutions frequently fail to match.
Nuctech demonstrates why higher education belongs in this discussion. The company emerged from the Tsinghua University innovation ecosystem, later came under a state-owned corporate structure, and has developed relationships with European research institutions. The Warsaw University of Technology, for example, reported a delegation visit intended to deepen cooperation and explore further research and development projects with Nuctech.
The National Association of Scholars (NAS) has been warning about the academic version of this problem for nearly a decade.
Its 2017 report, Outsourced to China: Confucius Institutes and Soft Power in American Higher Education, documented how programs publicly presented as language and cultural centers also raised questions about foreign funding, instructor selection, curriculum, institutional control, Chinese legal authority, and academic freedom. The lesson was not that every international educational program is dangerous. It was that the public label attached to a partnership may reveal very little about its actual governance or strategic significance.
NAS later documented cases in which Chinese-linked academic relationships intersected with sensitive research environments. At Alfred University, a Confucius Institute operated alongside a ceramics program involved in research on hypersonic missile technology. NAS also exposed Georgia Tech’s long-standing partnership with Tianjin University, a Chinese institution designated by the U.S. government for its involvement in economic espionage. Their collaboration included research on graphene-based semiconductor technology, an emerging field with potential military applications.
More recent NAS work has continued to map these less visible networks.
My article on the SAFE Research Act argues that research-security policy must look beyond formal contracts with elite universities and examine the larger ecosystem of technically sensitive institutions, collaborative networks, coauthorships, graduate advising relationships, and informal research exchanges.
NAS’s work on Section 117 of the Higher Education Act has similarly shown that foreign gifts and contracts cannot be understood by looking only at their reported dollar amounts or nominal country of origin. Payments may fall below disclosure thresholds, be divided across multiple transactions, or be routed through intermediaries. Existing disclosures also frequently fail to explain whether the money supports teaching, research, technology development, access to facilities, or other strategically important activities.
These academic cases are not identical to Nuctech, but they demonstrate the same underlying strategic problem.
In procurement, an attractive initial price can create an installed base, switching costs, maintenance dependence, and long-term exposure. In academia, funding, prestige, student enrollment, research access, professional relationships, and institutional partnerships can create equally durable forms of dependency.
In both settings, the public description—scanner supplier, language center, research partner, academic exchange—may tell policymakers very little about who ultimately funds the relationship, who controls it, what access it creates, or how it fits within a foreign government’s larger strategy.
From the border gate to the university laboratory, open societies must know who holds the keys—because openness without transparency can become dependency.
